A research to determine the legislation compliance of the strategic plans of metropolitan municipalities

Strategic planning is implemented in order to use public resources effectively, economically and efficiently and to ensure transparency in public administration. It is of great importance that strategic plans are prepared in accordance with the procedures and principles determined in the legislation for the success of the strategic planning application, which is a legal obligation for Turkish public administrations. In this study, the strategic plans of the metropolitan municipalities were analyzed in terms of compliance with the legislation. Checklists were prepared by the researcher to determine the compliance of the parts of the strategic plans with the legislation, and the information in the strategic plans of the municipalities was analyzed by content analysis method in this context. As a result of the analysis, the findings regarding the level and quality of the information in the strategic plans in accordance with the legislation were determined and evaluated. The findings in the performance audit reports published by the Turkish Court of Accounts regarding the analyzed strategic plans were also examined. Thus, by combining the findings of the performance audit report with the findings obtained within the scope of this study, healthy evaluations were tried to be put forward.
