Learning organization approach of civilized management approaches and it's application at one of the public institıtions

Today, management philosophy that brings up the importance of knowledge which isone of the most important components of the organizations acquires its shape within theframework of learning organizations. As the importance of knowledge has increased, allorganizations must struggle for change and try to change into learning organizations forsurvival and continuous development. Like individuals, all organizations experience alearning process either slow or fast. When successful organizations are observed, it can beseen that they adapt to their environment well. Therefore, when the constant problems ofpublic organizations are considered, they will be more efficient and dynamic if the learningorganization philosophy is applied.In the first part of this study, learning concept, learning process, learning kinds,learning stages and learning theories have been analyzed. Besides, organizational learning(organizational process of learning) , its process and its results have been analyzed.In the second part of the study, learning organizations, concept, process, its realizationprocess and its peculiarities are analyzed. Managers?, leaders? and individuals? contributionsto learning organization philosophy are considered and factors that affect learning positivelyor negatively are analyzed.In the third part of the study Turkish Public Management and its problems areanalyzed. A Public survey has been carried out in accordance with the theoretical informationin the first and second part of the study and its results have been analyzed in all aspects.Key Words: Learning, Organizational Learning, Learning Organization, PublicOrganizations, Public Management
