Measurement of employees' perceptions about ownership of strategic planning, consideration as a coordination tool, with decomposed theory of planned behavior: DMO application

Today, when the public institutions are in the period of 2nd or 3rd Strategic Plan, strategic planning including all the dimensions of preperation, application and monitoring the outcomes of the plans shall be assessed as a reform/an innovation. Strategic planning is being approached to cover strategic plans for 5 years and the implementation aspects of these plans which are annual performance programs, performance evaluation reports, budget implementations and projects. The acceptance of strategic planning as a reform/an innovation by the personnel is surveyed according to the Decomposed Theory of Planned Behaviour. In the research, the method of collecting data via survey and interview is preferred. Observations and interviews are carried out in the institution for formation of the survey. As a result of these observations and interviews, the questions planned to be asked are made specific for the institution. The main group is composed of the personnel of an active state-owned-enterprise which has approximately 1000 employees. Being conveyed to 300 employees who are relatively more related with strategic planning, 200 surveys are submitted. Data were entered for 194 valid questionnaires and formed the subject data for the analysis. In the field research carried out for the study, participation to strategic planning and implemetation processes is accepted to be the dependent variable. In the study that analyses the factors to affect participation, together with the directly effective variables, indirect effects are identified, too. Study ascertains positive relationship and direct influence of awareness and subjective norms on participation variable, attitude, perceived behavioral control and coordination on awareness variable, subjective norms and perceived behavioral control on coordination.
