Abstract (EN)

Economic development and economic growth have been used as the same meaning before 1950?s. When development-growth was based on income, it has based on human in due course. In developing countries, social problems in spite of economic development show that economic development does not completely satisfy the social needs. United Nations Development Programme, from 1990?s until today, publishes Human Development Reports that the dimensions of countries human development are evaluated. In these reports, level of countries? human development is handled with social and economic indicators. Level of countries? human development is measured as some index which focus on life span and life standarts.Human development Index has very significance in terms of that a country evaluates development politics? results and conducts new politics. With arrenged reports, not only national but also the results of development attempts in local governance are evaluated and the effects of adopted politics on community are produced. Reports reveal social basic needs such as health, education and life standarts. For this reason, human development reports are one of the basic request sources to invest in countries, regions and local units.Chosen groups among high, medium and low human development countries and level of human development in Turkey and in Çanakkale are evaluated in the same study. It is analyzed variation in human development indexes between 1998?- 2008?s in choosen countries and in Turkey. Regional discrepancies in Turkey are determined thanks to level of human development in provinces in regions. Level of Çanakkale?s development is handled with lot of parameters such as province population, population form, literate rate, public education level, the number of students and teachers, the number of hospital beds and birth rate in hospital and etc?
