Evaluation of Carl Schmitt's cocept of friend and enemy in terms of international policy: The case of Republic period Turkey Greece

From the establishment of nation-states to the present, especially with the effect of global changes, states face many political or economic crises. How a state will maintain its sovereignty or leadership in crisis conditions is a complex issue. Carl Schmitt has contributed many original ideas to the political science literature. One of them is that the sovereign is the one who decides in the time of crisis. The moment of crisis is also the moment when the sovereign decides on friend and foe. The sovereign, with the decision he made at the time of crisis, warns, directs and manipulates the people again about who is friend and foe. With these directions, the people try to establish their own sovereignty and political unity against the enemy determined by the sovereign power. This thesis tries to analyze the tensions between Turkey and Greece through Schmitt's concept of friend and foe. In particular, we tried to evaluate the Kardak Crisis, which is a situation close to the moment of conflict between the two countries, from a Schmittian point of view.
