Transcription, evaluation and index of Cerîde-i Mehâkim's I. term 1-35. issue (1873)

In the 19th century, when the Ottoman Empire implemented modernization codes, one of the most important areas of renewal was undoubtedly law. The work done in the press made the legal reforms more visible. One of the important reflections of this is the publication called Ceride-i Mehâkim. This periodical newspaper is that covers important issues such as the newly established courts, the cases transferred to these courts, and the legal legislation of the period. This publication, which was published for six periods in total with name changes, continues to be published today under the name Adalet Dergisi Under the conditions of the period in which it was published, Cerîde-i Mehâkim was offered for sale, accessible to every individual, for a certain fee. Beginning our study, we provided general information on 19th-century developments in Ottoman press and law. Than we transcribed the first 35 issues of Cerîde-i Mehâkim, starting from 1873, the year of its publication. Following the transcription, a comprehensive evaluation of Cerîde-i Mehâkim was conducted, and an indexed summary of the first 35 issues was prepared, organized by topics. Tables were created for each issue, outlining the subject headings and summarizing the information presented under these headings. This index aimed to facilitate the reader's access to the content. Examining Cerîde-i Mehâkim, which details about law practices of the period, is essential to understand the evolution of law from the late Ottoman era to the present day. Through the information reflected in Cerîde-i Mehâkim, valuable insights into the general functioning of the Ottoman legal system, legislation, case subjects, imposed penalties, cases appealed to the appellate and cassation courts, and resulting decisions from these cases during the late 19th century Ottoman Empire can be obtained. One of the important events we encounter in this newspaper is the lawsuits between individuals and the state. Ceride-i Mehâkim is a valuable source in terms of providing the opportunity to observe the importance of law in the Ottoman Empire within the framework of the changing balances of the period. Another crucial aspect is Cerîde-i Mehâkim's contribution to shedding light on the application areas and success of Mecelle, known as the Ottoman Empire's first civil code, particularly in disputes arising from debts and property, as evident in the newspaper.
