Abstract (EN)

Rising security concerns across the globe have increased the security demands of states, institutions, groups and individuals and led to the need to deal with the issue of security professionally at every level. The question of security administration in law enforcement institutions providing security services similarly to the police and the gendarmerie appears to be a major area in need of study in this regard. The study aims to address the subject of security administration in a prison holistically with all its dimensions and aspects. Its importance derives from the importance of security in individual and social terms. It is the first study ever to be conducted in the field of public administration under the title "Prison Security Administration" and is also important in that it approaches the question of prison security holistically from a managerial perspective. The study tries to determine the most appropriate architectural model, administration style and personnel profile for prison security administration. It evaluates to what extent issues relating to security administration can be prevented and how effective the security model currently in place is. It finds that the fundamental problems of prison security administration result from problems concerning the physical structure, personnel and prisoners. Taking into consideration the physical, procedural and dynamic aspects of security administration and their complementary elements, the study indicates that prison security administration is being carried out relatively successfully in Turkey.
