Water is life, but it is also the story of a territory that will become a country, for a nation on the move. The Republic of Djibouti, the climate is desert, hot and arid. It rains very little and the heat is present all year round. Maximum temperatures range from 27 to 43 ° C. Indeed, since it's, the republic of Djibouti has faced creation a structural deficit in the production of water in relation to the needs of its population. In this context of shortage structural, during the middle of the 20th century, the lack of water in the republic of Djibouti was compounded by the mode management of water the colonial service that emphasizes profitability economic at the expense of interest general of the country. Once sovereignty was regained, the Public Authorities set out as a priority in the "fight against thirst", with the creation of the establishment National Office of Waters of Djibouti. The main objective assigned to the office is to manage a national public service of utilization of water-which through the increase of the production and the extension of the network in particular had to guarantee the utilization and citizen distribution water, while satisfying the water requirement of the economic structure. It is a way of preserving this legacy by taking up new challenges. This study aims to answer the question of how water resources should be managed in a geography where it is very difficult to obtain accurate and reliable data.
