The role of non- govermental organizations in Turkey's adaptation process to the EU in the context of multi-level governance

The term " Civil Society " which has developed according to Western Europe's historical conditions, has become the main actor of multi level governance thanks to effects of govermental changes which the globalization brought about. Non- govermental organizations with changes on both national and international level, have become influential in not only domestic policies but also in foreign policies. The purpose of this work is analyzing the NGO's effect and role on European Union accession period with multi- level governance approach. Multi- level governance concept developed within new governance concept is important to allow other actors, especially NGO's to take roles during resolution processs. In the first chapter, conceptual framework is showed and governance and NGOs ara analyzed conceptually. In the second chapter, Civil society which has long historical past and concept of multilevel governance is analyzed within development process in EU and Turkey. The third chapter is prepared fort he application. In this chapter with literature search the perspective and actions of 5 NGOs which are very active in relationship between the EU and Turkey such as Turkish Industry and Business Association, Economic Development Foundation, The Union Of Chambers and Commodity Exchanges of Turkey, Congederation Of Turkish Trade Union, Independent Industrialists and Businessmen Association are discussed. As a result, these analyzes show that NGOs have to take more active role during the EU accession period. Especially, all the data gained through interviews and fieldworks and interview with NGOs underlines that the EU process should continue and that the EU Project does not belong to a part of the society should embrance this Project. Fort his reason, decision- making process should be more open to NGOs participation, governance understanding should be more dominant in funcktioning of administration.
