In recent years, with the increase in population, the need for electrical energy has increased. It is a clear fact that electrical energy requires significant engineering evaluations in order to provide comfortable living standards. For this reason, investment planning from electricity generation to the end consumer should be prepared meticulously, taking into account all the criteria. Energy Transmission Lines (ETL) ensure that the generated energy is transported between distribution centers. It is of great importance that ETL projects are carried out in a shorter time with fewer mistakes, in terms of indirectly contributing to the country's economy. In distribution companies, the choice of the planner in the selection of ETLs within the budget causes biased opinions. This situation remains limited to the knowledge of the planner. In these situations, where there are many alternatives, decision making is a complex problem. In the prioritization of ETLs; Many criteria should be considered under the heading of investments to increase supply continuity, legal investments and R&D investments. In this study, the weights of the criteria are calculated using the Analytical Hierarchy Process (AHP) method, which is one of the Multi-Criteria Decision Making (MCDM) methods of the ETLs that are planned to be established within the annual budget, and the alternatives are listed with the Technique for Order Preference by Similarity to Ideal Solutions (TOPSIS) method. Evaluation of collected data is performed for three sample applications.
