In the research, firstly, data were collected for exploratory factor analysis from 209 individuals with different socio-cultural societies living in different geographical regions during the scale development phase. In order to make the first level confirmatory factor analysis of the scale form created after the exploratory factor analysis, the final structure of the scale was obtained by applying the scale form obtained as a result of the factor analysis from 205 individuals and confirmatory factor analysis of the scale. The research was designed according to the general screening model and was conducted as a Google online survey between 15.04.2020 and 15.05.2020. It was determined that the developed scale has 22 items in 5-point Likert type and a 3-factor structure. While the cronbach alpha coefficient of the general scale is 0.88, the reliability coefficient of the factors is 0.82, respectively; It is calculated as 0.84 and 0.81. Results: During the Covid-19 pandemic, it has been observed that demographic variables such as age, profession, income level, hygiene concerns towards dentists, and the measures taken by institutions providing dental treatment services during the pandemic are related to their attitudes towards dental procedures.
