Abstract (EN)
The Covid -19 Pandemic occupies the agenda of the world and Turkey in a period of almost 2 years. In this sense, it can be said that this situation affects the country's administrations in almost every field, especially in health, education, economy and security. Especially when we look at the course and effect of the worldwide pandemic in these areas, it can be said that some states have difficulty in controlling the pandemic. Although there is an increase in the spread and death rates of the pandemic from time to time in terms of Turkey, it can be said that Turkey has been successful in managing and keeping the Covid-19 pandemic under control. In such a result, it can be stated that quick decision-making and good management of law enforcement and health personnel are effective in Turkish public administration. In this context, the virus, named Covid-19, which emerged in the last quarter of 2019, spread all over the world in a short time, causing a pandemic to be declared. The Covid-19 pandemic, which has become a global problem, has negatively affected the health infrastructures and economies of countries, and countries have taken many measures to cope with the pandemic in this period and have introduced new rules. In the literature review, it has been observed that research has been done in many areas related to the Covid -19 pandemic, but the researches on law enforcement, which are the watchers of the measures taken in the fight against the virus, are insufficient. In this context, the study was first tried to be completed by making distinctions as conceptual parts and field research. In this respect, the first and second sections are devoted to developments iv in public order and homeland security and the Covid 19 pandemic, and then the third section is devoted to field research investigating what extra duties and functions the law enforcement officers undertake in preventing the pandemic. Thus, both literature review and field research were used as a method in the study. Therefore, this study aims to determine the effects of the COVID-19 pandemic process on law enforcement functions. For this purpose, in the first part of the study, the concepts of public order and law enforcement were emphasized and a conceptual framework was tried to be established. In the second part, the Covid-19 pandemic was examined, the history of the pandemics, the general situation in the world and in Turkey, the measures taken and the steps taken were emphasized. In the third part, the relationship between Covid-19 and internal security is examined. In this direction, a field study was conducted with the Police, Gendarmerie and Constabulary personnel working in Bornova and Kemalpaşa districts of İzmir province. By applying the semi-structured interview technique, one of the qualitative research methods, it was tried to develop a perspective on the course of the pandemic and its effects on law enforcement functions by emphasizing how the Covid-19 pandemic process was reflected on the law enforcement personnel and the activities they carried out during this period
