Abstract (EN)
The public personnel regime is seen as a reflection of the political, administrative and social elements. It is possible to mention many different structural and functional elements in determining the public personnel regime. The public personnel regime also differs from country to country and contains the effects of the management systems. The provision of Public Administration and services changes with the proper and effective use of human resources of the public personnel structures and functions created. The aim of the public personnel regime is to produce solutions to the structural and functional problem areas of public personnel. This study deals with the structural and functional context of how the public personnel regime has undergone a transformation with the Presidential government system. Public personnel regime is primarily about the definition, historical and theoretical process, with the influence of the neoliberal policies of the Turkish public personnel regime and problem areas given the basic features of the Turkish public personnel regime, then the new government system structural and functional transformations are discussed in the public personnel regime. Finally, CBIKO (Presidential Human Resources Office) has been analyzed within the framework of the literature and its effect on public personnel regime has been presented. The study carried out a comprehensive literature review and, due to the lack of adequate studies in this area, it was aimed that the data obtained would contribute to the literature.
