Abstract (EN)

Public policies, which have a history as old as the history of states, have been accepted as a scientific field after the Second World War and have started to be studied in our country in recent years. Public policies used to name the activities of states; It is an area that is included in many actors and differs according to factors such as state form, government system, economic situation. This study aimed to analyze the policy councils, which are an actor in public policies, in the context of the Presidential Government System. In this context, the study is designed as three parts. In the first part of the study, the conceptual framework of public policy is discussed. In the same section, the stages of public policy formulation were evaluated through country examples (USA, England, France) of three basic government systems (presidential, parliamentary, semipresidential). In the second part, the history of the government system of Turkey is examined. In the last part of the study, the Presidential Government System, the policy councils in this government system and the role of these boards in public policies are analyzed. As a result, it has been understood that the concils are a necessary result of the Presidential Government System. It has been observed that the councils have a consultative nature and do not directly affect the decision-making and enactment stages of policies. Councils have partial powers in terms of implementation and evaluation stages of public policies. It has been concluded that the boards have a high level of influence in policy formulation and agenda setting in terms of their ease and authority in collecting information and documents that the legislation has given them.
