Comparison of the formation of public policy in the presidential government system and the parliamentary system

When the political history of Turkey is examined, it is seen that different government systems have been implemented. In the parliamentary government system, which has been applied for a long time, there have been situations where political stability could not be achieved over time. The question of which government system would be more suitable for the conditions of the country has been brought to the agenda from time to time. The presidential government system was adopted with the referendum on the constitutional amendment held on April 16, 2017. After the presidential and parliamentary general elections held on 24 June 2018, the presidential government system was de facto implemented with the oath of the president on 9 July 2018. In addition to the legislative and executive bodies, which were the main actors in the process of determining public policies in the previous periods, policy boards and offices were also included in the presidential government system. The effectiveness and role of the presidency in the determination, implementation and evaluation of public policies has been increased. In this study, the formation and process of public policy in the parliamentary government system and the presidential government system in Turkey will be examined comparatively.
