Abstract (EN)
The aim of this research is to evaulate the appointment regulations that the Ministry of Education uses in the administrator election of primary schools.The primary discussion will be based on who the administrator is, and what qualities that a good administrators should have, how the school administrator should have, how the school administrators should be trained. Moreover, in National Education Councils, the decisions that are made about the regulations of school ministers will be clarified. Then, the regulations passed by the Ministry will be examined.The Ministry of Education tries to meet the deficit of administrators by passing new regulations. However there are many differences among these new regulations. When it comes to our days, the qualities required in the first appointment regulations are changed.In the first regulations, the qualities that candidate should have were not many being a teacher was seen as an adequate quality. However, in the later regulations this code has changed; the qualities required for an administrator candidate has increased.In the latest regulations, it is arranged that an administrator candidate should be appointed with regarding his/her career, his/her post graduate and doctoral studies or his/her rewards which will ensure a priority to the candidate.Despite these changes in the administrator appointment regulations, they aren?t accepted by the majority. In some of these regulations, it is accepted as a criteria that the administrator candidate should pass the appointment exam, however; according to some of them the subjective criteria define the condition of appointment.There were so many rejections against the appointments that are resulted by the exams. Some people even said that the exams were not enough to elect an administrator.Moreover, so many regulations that didn?t lead to objektive evaluations, were cancelled by the court.Finally, in this research we are going to define the variety of appointment regulations that have passed since 1961 and we are going to try how an ideal appointment regulation should be passed among these present regulations. We olso give the reasons why the previous regulations were cancelled or stopped by the court.
