Turkish political life, following May 27, 1960 military coup has met a newregislative organ called ?The Republic Senate?. Some of military officers who realized thecoup on May 27 have taken their place in the Senate under the title ?Permanent Senator?.Turkey experienced parlamentary system with a twin chambered National Assambley untilSeptember 12, 1980 military coup.The Republic Senate had seated a total of 496 Senators between the years 1961 -1980. Soldiers who realized the cuop and academic circles of universities who had greatrole on the preporation of new constitution had decided to established The Rebuplic Senatein order to prevent the party in power to turn the parlamentarian system unworkable as didThe Democrat Party who was in power before the coup and considered the majority of theparty more important than the parlament.The Republic Senate was a regaslative organ with the authority to accept or rejectany law accepted by house of representativies. An acception by Senate was necessary for alaw to be valid but each law accepted by the house of represantativies was also accepted bySenate and as a result Senate did not make its function as a regastative checkpoint.Members of Senate were mainly composed of the following origin: Members whogained seats by elections, Confident Members selected by the President, PermanentSenators. According to the new constitution Permanent Senators gained the right of lifelong parlamentarians. Permanent Senators, in the their parlamentarian life of nine-teenyears has expressed their views country?s economy, internal and foreign policies.n 1964 they established ?The National Unity Group? in order to be betterorganised. Permanent Senators had an effective policy until the March 12, 1971 militaryintervention. Following this period they had a political struggle on various subject with TheJustice Party who was continuation of The Democrat Party.The nine year period following the March 12, 1971 are the silent years of TheNational Unity Group. 1971-1980 period with less activity when compored with theSeptember 12, 1980 military coup and both The National Unity Group and The RepublicSenate had burried in history
