Analysis of the book titled "Nesâyihü'l Vüzerâ ve'l Ümerâ" of the Minister of Finance Mehmed Pasha in the context of its impact on today's state administration and social life

The organizational structure of the Ottoman Empire was based on an understanding called 'dâire-i adliye'. After the reign of Suleiman the Magnificent, the state gradually lost its former glory and started to lag behind its age in administrative, financial, educational and legal fields. In order for the Ottoman Empire to regain its former power, statesmen prepared reports containing their thoughts. Lütfi Pasha's "Âsafnâme" and Kâtip Çelebi's "Düstûrü'l Amel" offered solutions for the survival of the state and explained the causes of deterioration. In the eighteenth century, Defterdar Sarı Mehmed Pasha analyzed the period he lived in and proposed solutions with his work "Nesâyihü'l-Vuzerâ ve'l- Ümerâ". In this study, based on this work of the author, the problems that occurred in the administrative system and social order of the Ottoman state from the end of the XVIth century to the middle of the XVIIIth century and what kind of solutions he proposed to them will be discussed, as well as the issues in the work will be analyzed in the context of the impact of today's state administration and social life.
