The relationship between bureaucracy and political power during the period of Democrat Party

Özet (EN)

ABSTRACT Due to the modernization movements in Ottoman Empire, bureaucracy has come an institution making political decisions rather than implementing them. Even though the new Turkish Republic created a new government the administratire structure and system was based on the remainig system from Ottoman Empire. Because of this reality, the traditions related to public administration has continued their dominance in the period of Turkish Republic. When the political system was divided into two party system, the effectiveness of bureucracy had been diminished gradually. Then, bureaucracy had become a dependent part of political party in charge.. During this period, bureaucracy faced some important obstacles. First time after "Tanzimat", the political power was grasped a group diffrerent from the conventional administrative group. During DP goverment periods, some attempts regarding to the process of elimiating the political effectiveness of bureaucracy in accordance with the party programs had been observed. It can be stated that DP was accomplished in terms of this endeavour. Naturally, as a result, the behavior of bureaucracy has also transformed. The conflict between political power and opposition party affected the institutions of state. Intellectuals, academicions and bureaucrats had taken their position in the part of opporsition part. DP government was intensively critisized owing to its approach against the so-called "bureaucratic traditin of administration". The economic policies implemented by DP government enhanced economic development. On the other hand, they had an inflationary effect.The most affected groups from these economic decisions and implementations were military and civil (non-military) bureaucracy. The bureaucracy of Turkey lost its social positions, revenue and social security due to DP governments and had never accepted new system. Thus, bureaucracy took a significant role in "27 May 1960 Revlution" in order to reattain their ex-social position, revenue and social security.
