Right to information as a means of democratic opening

In our study, the right to information is discussed which is an important instrument of habitation of managerial openness principle and acceptance of managerial openness notion. As a neccessity of contemporary democrasy, more participation and pluralism mentality is reflected upon administrative structure. Firstly, the right to information will be defined and the qualification of rightness will be determined.We will emphasize on the contribution of the right to obtain information to contemporary democracy, administration-governed and government-society relations and effects upon them.We will accent on the historical progress of rightness, and basic rights and freedom notion. We will figure out the basis of traditional administration concept which is confidentiality and the reasons that nourish it.Also the negativeness of confidentiality on government-society will be examined.The democratic values which reached participated democracy and administrative structure on open administration and managerial instrument will also be discussed. For today?s administrations the values such as ?democracy in administration?, ?open administration?, openness on management, ?clear administration?, ?administration in daylight?, ?participated administration?, ?accountable administration?, the right to obtain information is an democratic obligative rightness. In our country, the act of 4982 the right to information will be evaluated on the way to AB and for realizing open administrative notion. As an applicative sample of the act,we examine the governorship of Nevsehir and ?stanbul Municipality data. Especially, we will accent upon on how well the act is absorbed by the management and how well they are effectd by this law to realize democratic and clear administration.
