Investigation of real estate valuations based on full remedy action in earthquake areas

An earthquake is a ground shaking caused by seismic waves resulting from a sudden release of energy in the earth's crust. It is one of the most destructive natural disasters. Many buildings in our country are damaged due to earthquakes, which are a reality in Turkey, and therefore we face loss of life and property. Here, full remedy actions come into play for the compensation of losses incurred as a result of the negligence of the administration. Citizens affected by these losses file full remedy actions in the administrative courts for compensation of their losses, identify the administrative institutions that caused the damage negligently, and demand compensation from these institutions. In determining the amount to be compensated, the administrative courts make discovery and then apply to expert evidence, and these calculations are made by experts. In these calculations, the scientific dimension differs from the expert committee to the expert committee, and as a result of the reports prepared by the incompetent expert committees, citizens and the administration may be aggrieved. In the thesis study, the studies carried out by the expert committees to be appointed by the courts and especially by the real estate appraisers in the damages to real estates in earthquake zones were examined. As a result, according to the data obtained, the problems seen in the expert reports that directly affect the outcome of the full remedy actions have been revealed and their solutions have been explained in detail.
