Abstract (EN)

Aviation sector operates mostly in civil aviation area in today?s world; whereas in the very beginning the development is in the military area. Continually increasing global passenger demand affects air transport and airport management sectors.Turkey witnessed huge growth in aviation area after the monopoly in air transport sector dissolved in 2002.Turkish airport management business is affected by this growth. At present , %91 of Turkish civil airports are operated by a public institution named State Airports Authority (DHMİ) which is associated with Turkish Ministry of Transport.In the 10. Transportation forum, which is realised in İstanbul, and hosted national and international participants between 27.09.2009-01.11.2009, it is decided to reorganize DHMİ. The aim of this study is prepearing a handbook for private sector and DHMİ top management for the probable privatisation/reorganisation study. Targets of this study are to determine the performances of DHMİ airports? via Multi Attirbute Decision Making methodology, determining airports? efficiencies by means of Data Envelopment Analysis . By means of determining the causes of inefficiencies it is thought that the financial sources would be spent on more efficient investments in future investment programs.In the study context Multi Attribute Decision Making methodology is prefered beause the one dimensional evaulations is inadequte and more realistic evaluations can be realised by multi attribute structure. Data Envelopment Analysis is used in efficiency determination, because it is found that the same decision making units? (the airports?) efficiencies can be calculated by Data Envelopment Analysis. In this study, 33 airports? performances and efficiencies which are in the portfolio of State Airport?s Authority are evaluted by means of TOPSIS and Data Envelopment Analysis methods in 2007-2009 period. Airports are ranked according to TOPSIS results. Improvement offers are declared from Data Envelopment Analysis results.
