Norm surplus class teachers' opinions in primary schools on being the norm surplus teacher: A case study

The aim of this study is to investigate the opinions of the primary school teachers who are over the norm within the boundaries of Antalya Province about the Ministry of Educationover-the-norm teacher policy by using the case study design, one of the qualitative research methods. The sample group of the study is comprised of public primary school classroom teachers who work in 5 central districts within the boundaries of Antalya province in the 2019-2020 academic year and exceed the norm; The sample is composed of 15 volunteer classroom teachers who work in 15 state primary schools in 5 central districts within the borders of Antalya province in the academic year of 2020-2021 and work in excess of the norm. In the research, semi-structured interview form (Annex-2), documents and data related to the norm staff practice were used. In the study, content analysis was made, the results were presented in a descriptive narrative, and the findings obtained within the framework of the emerging themes and patterns were classified in line with the research objectives by including direct expressions. In addition, the qualitative research package program NVIVO 10 was used to be explained and interpreted, and the documents regarding the norm staff application were subjected to document analysis. As a result; As in all institutions and organizations, educational institutions should also consider social development according to the results of the study on the opinions of the over-norm classroom teachers in state schools affiliated to the Ministry of National Education about the Ministry of National Education's over-the-norm teacher policy. Educational organizations should develop by taking social development into consideration and show changes in this direction. In order for educational institutions to continue their existence, while the demand needs of the society are taken into account, working individuals should and are expected to support psychologically, sociologically and organizationally.
