The change of planning in Turkey from State Planning Organization to Ministry of Development: A public policy analysis from 1980 to present day

In this study, the change witnessed in planning mentality in Turkey after 1980 is analyzed. The issue of planning is not only examined through a technical dimension. Rather, factors effecting the change in planning are observed through historical reality and foundations In the first part of the study, the concept of planning and the types of planning in technical dimensions are explained. As the first planning implementation, the operation of socialist planning in Soviet Union is laid out. The evolution of planning into capitalist system and the capitalist types of planning such as development planning and strategic planning are also explained in this chapter. In the second part of the study, the historical development of planning in Turkey is analyzed. Industry plans are examined as the first planning examples prepared in Turkey. The foundation process of State Planning Organization is mentioned. The preparation and the implementation processes of the first four development plans are examined in details. In the final part of the study, the process leading from development planning to strategic planning is analyzed. This process is explained under the framework of change in capital accumulation regime, the new public management approach, structural adjustment policies and transfer of policies. The impact of Intergovernmental Organizations such as, the World Bank, the International Monetary Fund and the European Union are also emphasized within the process. The qualitative change in the development plans and the Development Agencies and the Ministry of Development as the organizations of strategic planning are evaluated in details.
