Abstract (EN)

Universities are foundations that have important duties in cultural, economical, scientific and technological development. There must be an informing, tolerant, agreable relation between universities and their interior and exterior target groups, The importance and the necessity of public relations is a result of state and special foundations's obligation of informing public, and the public's need of getting knowledge and criticizingabout foundations. When comparatively examining state' and special universities's public relations activities, it is occured that both sides's activities are mostly the same. However, state universities's is not to get profit but to grow up useful citizens. As known, in reason of existence and survival of special foundations, one object is important; making profit and keeping profitting. As special universities showed that they are important fields on making profit, big firms started to establish pious foundations in order to toJound their universities. There concluded that there is not important difference between state and special universities's public relations activities. In both universities's relations with students, personnel, teachers, media, state foundations, YÖK and other universities are basically similar. But because of having large numbers of students and staff, Gazi University's public relations activities varies more than Başkent University's105 It is occurred that in both state and special universities, everybody, from students tö staff, must be active in public relations activities, also accepting social responsibilities.
