Rights and freedoms bring obligations for other subjects of the lawsystem and breach of these obligations give rise to responsibility. Ininternational law, states and international organizations, which are indisputablesubjects of international law, have rights and also undertake obligations.Every internationally wrongful act of a state entails the internationalresponsibility of that state. There is an internationally wrongful act of a statewhen conduct consisting of an action or omission is attributable to the stateunder international law and constitutes a breach of an international obligationof the state. The characterization of an act of a state as internationally wrongfulis governed by international law. These rules, which are the subject of ourstudy, are fundamental principles of state responsibility law is our subject.There has been a considerable works for the codification of stateresponsibility by several international organizations, associations, experts,under the structure of League of Nations and finally International LawComission, which is a subsidiary organ of the United Nations. The Comissionhas completed it?s work by preparing a draft and a commentary document.Articles of the draft code and the commentary document will be frequentlymentioned in our study.
