Abstract (EN)
Effects and importance of electricity in our lives is undisputable. Accesibility of electricty energy depends on its suppy, continuity and price. But another important point is the source of the electricity energy. It is necessary to conduct studies and make investigations in order to determine whether the way of producing electricty energy affects basic human rights and if so what are the obligations of governments on such occasions. In the first part of our study; Definition of energy and its place in human life throughout history has been examined. After that different types and sources of energy were exhibited and the effects of these sources on nature are mentioned. In the second chapter; The history and legal regime of the electricity supply activity in our country is investigated and legal arrengements that are in some of our legislations in relation to electricty energy has been presented in addition to those, evaluation of supply activity has also been made within the scope of managemental duties. Last part of our study refers to need for renewable energy in the world, in this context policies of European Union and our country has been adressed. Our basic human rights -right to live and in conjunction with that our environmental rights- has been defined and their relation with electricty production using renewable energy sources has been revealed. In conclusion, in the light of aforementioned rights, legal nature of the goventments position to demand electricty energy sourced by renawable supplies has been discussed.
