Abstract (EN)
Iran is one of the leading countries in the Middle East with its ancient past, closed cultural structure, theocratic form of government, geopolitical position, ambitious political goals and anti-Western politics. Due to this structure, Iran is a state that is always pregnant with important developments at national and international level. In this respect, it maintains its topicality on the world agenda. Iran is not only Turkey's neighbour but also its gateway to the Caucasus and Central and East Asia. Therefore, it is necessary to know Iran in all aspects in order to make effective and correct decisions in economic, social and cultural relations to be established with Iran and policies and attitudes to be determined towards Iran. In this study, the goals, principles and objectives of Iran's cultural policy have been determined and its traces on social life have been emphasised. In the first part, in order to understand today's Iran, the historical process of Iran until the Islamic Revolution is discussed in a chronological order in line with the need of the subject. In the second part, the process leading to the Islamic Revolution in Iran, before and after it, is analysed in detail. Although it was thought that Khomeini and the ulema would remain in the background after the revolution, Khomeini positioned himself in the centre and thus the ulema became stronger. The new Islamic regime, which was shaped within the scope of Khomeini's views, ensured its legitimacy by rejecting the pre-revolutionary non-Islamic period, especially the Pahlavi and Monarchy period. In the third chapter, Iranian cultural policy and the effects/traces of Iranian cultural policy on social life were analysed. In 1979, a revolution took place in Iran in which a complete cultural change took place. The social and political change Iran experienced with the revolution has been the subject of many scientific studies. It has been determined that Iranian cultural policies are determined in line with the theory of "Velayat-e Faqih", which has become the official ideology of the state, and the views of Khomeini, and that it is tried to be reflected in social life within this framework, but it has been determined that it is not effective at the desired level for the Islamic Republic of Iran.
