Abstract (EN)
Current day, as a result of the increasing density of information, especially in the internet environment, and the increase in malicious manipulations carried out using this density of information, it has become a necessity to implement regulations regarding the control of the information in question. How and in what ways these regulations will be implemented and the determination of the limits of the regulations raise various problems. The danger that regulations regarding the control of information pose to individuals' freedom of expression, freedom of press and publication, and various human rights requires careful evaluation of the regulations to be made. In this thesis, first of all, the concept of disinformation and important events that are associated with this concept today will be examined, legal and illegal practices carried out regarding disinformation will be mentioned, and the practices of the Republic of Turkey regarding disinformation will be analyzed, and the problems that the practices may create regarding human rights and the measures that can be taken against these problems will be evaluated. Then, the practices carried out by various legal systems regarding disinformation in the world will be examined and these practices will be compared with the legislation of Turkey regarding disinformation. In the conclusion, a general assessment of the practices in the Turkish legal system and various legal systems regarding disinformation and the direction in which these practices should be implemented will be made.
