Abstract (EN)

In this study, it is aimed to examine diaspora diplomacy, one of the most important instruments Turkish foreign policy in recent years, and its institutionalization process. For this purpose, this study aims to analyze the Presidency for Turks Abroad and Related Communities and reveal its contributions, functions and shprtcomings in Turkish foreign policy. The inclusion of Turks abroad in the scope of diaspora, the change in the perception of diaspora in Turkiye and emphasizing the diversity of actors in Turkish foreign policy constitute the other objectives of the study. The study revealed that Presidency for Turks Abroad and Related Communities is a globally legitimized institution as it does not limit its field of activity to Turks abroad. Despite some shortcomings, it has been determined that Presidency for Turks Abroad and Related Communities is a legitimate diaspora institution as a result of its diaspora diplomacy activities.
