Abstract (EN)

Objective: The main aim of this thesis is to develop the conceptual framework for Knowledge management via Digital Twins which can be used during emergency times. The proposed framework uses Digital Twins technology to rapidly transform the data into knowledge. Then store the knowledge for simultaneously sharing to the responders during disaster. The system will continuously be updated according to the real-time data feed. Material and Methods: The research was conducted on database which contain reliable publications with high impact. In the process of writing the thesis, various sources such as books, papers and scholarly journals were used to figure out the conceptual framework. Scopus was used to retrieve the data. Throughout the writing of this thesis, several meetings with scholars, students and professionals from the field of civil engineering, architecture, and emergency management were conducted related to traditional approach to Knowledge Management in Emergency and Knowledge Management in emergency via Digital Twins. Furthermore, this thesis contains the findings which are in the reports of Turkish Government of the February 2023 Turkey Earthquakes which were in Kahramanmaras (Pazarcık, 7,8 Mw and Elbistan, 7,5 Mw according to USGS). The entire concept and elaboration are in clear arrangement with the report and the scholarly literature. Results: The research results were organized by selecting the useful findings from the database. The findings were arranged according to the focus area of the thesis and were used for scientific guidance. The scholarly literature was examined and the document which did not have direct relationship with Knowledge Management, Emergency and Digital Twins were neglected. Thereby, Digital Twins resilience conceptual Knowledge Management framework in Emergency was proposed. Conclusion: The proposed conceptual framework aims to accelerate the response time and ease Knowledge Management during an emergency. The framework is established for responding the vital emergency requisites. The aim is to aid the primary needs of victims for survival. However, future studies may further focus on the secondary emergency requisites for the days following emergency incidents, not only for survival but also the recovery needs. Furthermore, the conceptual framework may be improved for a system prototype development, and may then be tested for real-world emergency use.
