Abstract (EN)

With the increasing use of information technologies in public administration, the way public administration works, namely public service delivery, has undergone significant changes. When the impact of different paradigms on public service delivery in public administration is considered, it is seen that many paradigms, from new public management to digital era governance, are actively used. Urban information systems are one of the leading subjects used in public service delivery within urban space. The digitalization factor, which came to the fore in the first wave of digital era governance, argues that public service delivery and the actors involved in this delivery should be organized within a digital-focused structure, unlike traditional methods. Indeed, with the second wave of digital era governance that emerged after 2010, a number of applications that we actively use today have largely reorganized public service activities. Urban information systems, a sub-branch of geographic information systems, are actively used in cities within this scope. In this context, the aim of the thesis is to reveal the impact of urban information systems on public service delivery. In line with this aim, the first part of the thesis is based on the theory of digital era governance. In the second part of the thesis, urban information systems were evaluated within the scope of the relevant theory, and in the third part, a field study was conducted on the Trabzon Metropolitan Municipality Urban Information System. Within the scope of this field study, semi-structured interviews, which are a qualitative research method, were conducted with the participants, and the data obtained from the participants were processed within the scope of the MAXQDA qualitative analysis program to create various thematic areas. Based on these thematic areas, it was found that urban information systems provide advantages in terms of speed and time in public service delivery, increase service quality, increase the effectiveness of urban spatial planning, are especially effective on location selection decisions of city administrators, can respond to the daily needs of the public with the tools they have, and bring an economic model for the local government unit.
