Abstract (EN)

The aim of this study, "Digital Economy" is to advance the understanding of the new world economy in terms of changes to budget policies. The goal is to produce an evaluation in terms of results and processes. The study reports a linear relationship between the competitiveness of various countries and the information technology expenditures they have made. While countries that have completed the digital transformation process rank high in terms of competitiveness, countries that have not completed the process are weak in terms of competitiveness. In this study, the historical process of industrial revolutions has been invastigated. The transformation process as sociated with Industry 4.0 and the importance and compenents of this revolution are detailed. The road map and development process of the countries that have completed the digital transformation process and entered the digital economy are examined. Turkey's economy is compared to other world economies via indexes published by international organizations. A transformation road map and various activities to under take to ensure compliance with this process of public institutions and expenditures are examined.
