A sustainable model proposal in the context of resilient cities: the example of Antalya and Bursa Metropolitan Municipalities

Cities continue to be one of the indispensable elements for the sustainability of human life by hosting increasingly crowded populations. As stated in the New Urban Agenda document adopted at the United Nations Conference on Housing and Sustainable Urban Development in Quito, by 2050 the population living in cities will double, which will lead to risks in various dimensions, especially in infrastructure, services, climate change and employment. In the face of these risks, the concept of resilient city, which is a concept that stems from the need for cities to develop their ability to cope with these types of risks and to build resilience, has become increasingly important as an urban policy discourse. In this study, in order to reveal the practices of local governments, which are the closest service units to the public in cities, to transform the city they serve into a resilient city in a sustainable way; the titles in the thesis study were inspired by the way the OECD addresses the resilient city, considering that it is among the important organizations on an international scale and that the OECD is the only one in Turkey to have conducted studies on resilient cities. At the same time, the content of the study was guided by the information obtained from the OECD's study reports on the cities of Antalya and Bursa in Turkey, and it was aimed to present a model proposal in the context of sustainable resilient cities by conducting a qualitative analysis on the Antalya and Bursa Metropolitan Municipalities, which are the closest service units to the public in these cities. With this analysis, it is expected that the interest and importance of the concept of resilient city will increase as the local governments, which have an active role in the provision of local services, will be able to transform the city they serve into a resilient city with their practices, and the services aimed at "making urban resilience sustainable while also making sustainability resilient", together with the global and local targets related to urban resilience, will be presented to us with a lot of information about the common and different aspects in the studies carried out by Turkey in this field, and the model consisting of 6 cyclical steps with the findings emerging as a result of the qualitative analysis will guide other local governments.
