Financing of natural disasters and their effects on the economy: Case of Türkiye

Abstract (EN)

This study examines the economic impacts of natural disasters in Türkiye and the existing mechanisms for financing disaster-related costs. Focusing on major earthquakes between 1999 and 2023, the research analyzes their effects on public finance, employment, production, and insurance systems. Findings indicate that Türkiye's disaster financing framework is largely reactive, with insufficient investment in risk reduction before disasters occur. The study proposes policy recommendations such as expanding the scope of compulsory earthquake insurance, developing alternative financing tools, and strengthening the disaster preparedness capacities of local governments.
