Abstract (EN)

Turkey's housing need, is estimated to reach 4.2 million due to accumulated housing deficit and the population growth. The State Planning organization has given importance, to meet the housing deficit before the seventh five-year development planning period but the quality has been neglected. To meet the housing deficit, has a priority in our country so an approach (confidental, healthy, useful, comfortable, sensitive to energy and environment) hasn't been developed on housing production yet according to quality. Providing the thermal comfort conditions, by using the climatic data effectively and the effects of enviromental factors to housing planning in the settlement and building scale has constituted the thesis content. The aim of this research is to constitute a model that investigates climate balanced (based) design decisions in macro and micro level, by researching the sun and wind effects within the building and its surrounding in the settlement and building scale. Directing design towards climatic data isn't sufficient itself. The realization of climate balanced (based) design is possible with designating optimum solutions, by considering the climatic data and natural environment factors together. Establishing the regional climatic characteristics is necessary for optimum benefit and protection from. These climatic characteristics have a direct relationship with natural environmental factors, such as; topography, vegetation, latitude, longitude and altitude. This relationship determines the climatic differences. In the research content, paramaters relating settlement and building scale such as; the selection of settlement area, orientation of buildings, relative location of buildings, built form etc. have been presented and explained in the climate balanced (based) housing design context. The examples, diagrams, tables have been given relating protection and benefit from climate in the settlement and building scale as well. The general framework of the thesis has been arranged in six chapters. The importance of climate in human being, climate balanced (based) design consept and paramaters have been explained in the introduction part. Chapter two emphasis the importance of the relationships between natural environmental and climatic factors in housing design, by analysing and establishing climatic variables in general. In the third chapter, the relationship of climatic comfort and artificial environment are determined and the variables that effects climatic comfort have been analysed in settlement and building scale. In the fourth chapter, climate balanced (based) housing design control model has been developed in settlement and building scale according to results of preceding chapters. The settlement and building paramaters, environmental and climatic factors are determinants of the model. In the fifth chapter, climate balanced (based) housing design control model has been investigated in traditional Diyarbakır houses and recently designed housing estate by TOKİ.İn the sixth and final chapter the conclusions and recommendations have been given.
