Abstract (EN)

IV ABSTRACT Human-kind has always been anxious about his future and wanted his future to be safe. Based on this phenomena, he has always tried to develop some precautions against these risks which may influence his future. The methods towards these risks have first been applied individually and then people have started to work together on these risks and methods collaboratively. As a result of these efforts, the method of "social insurance", which is the modern vehicle of social security systems, has been formed. The modern social security systems have ordered these risks under the nine headings. These are; work injury, occupational disease, sickness, maternity, old age, disability, death, unemployment and family burdens. The structure of sickness risk among these risks has a different placement when compared to the others since every person wants to be and stay healthy during their life. In addition to this, with the formation of the concept "social state", health has become an unavoidable basic right for people. The development, saving and providing responsibility of this right has been given to the governments when possible. Therefore, every nation has put some legal regulations to provide health security for its citizens. In this study, the public health insurance systems of some developing and developed countries have been investigated and these systems have been compared with the systems applied in Turkey. Moreover, the problems faced in public health insurance systems in Turkey have been dealt with and some solutions towards these problems have been put forward.
