Abstract (EN)

The political structures of the countries with the changing social state understanding; their cultures and socioeconomic situations are different but the services and practices offered in each country should be fair and capable of responding to the needs of all individuals living in society in the light of equality. For this reason, the perspective of services and applications for disabled people; should be considered as a group that can benefit from equality of opportunity in areas such as education, health, employment and social security, which enable them to participate in social life without discrimination and to take their share in social developments and social integration. Improving the living conditions of people with disabilities is an undeniable duty of the state to provide the necessary means to lead an independent and dignified life. The main purpose of this study is to examine the effects of public expenditures on the services and arrangements provided for the integration of disabled individuals into society. In this context, selected developed and developing countries such as Germany, Britain, Chile and Turkey The scope of public expenditures, services and practices for the disabled are examined. During the study, expenditures on services for the disabled and regulations on education, health, employment, social security and full participation in social life are mentioned. In addition, it is emphasized that the methods of ensuring equal participation of people with disabilities should not be approached only as a spending item. It is emphasized that disabled individuals can create added value as a part of the society in the medium and long term in order to increase the education level of disabled people and to provide them access to high quality job positions.
