Abstract (EN)
Public policy, which is the general name of the state of action or inaction that the administration has followed in the face of many similar or dissimilar events, has changed in order to be able to find a place in the differentiating and developing world order, to appeal to the citizens and society more and to solve the problems they have. This change has come to life in the field of behavioral public policy, which integrates behavioral science and nudge theory as a policy-making phase in the field of public policy. As a new field in the thesis study, the cases such as the teams formed for the implementation of behavioral public policy field applications and the activity reports were handled in the UK and Turkey, and the two countries were subjected to a comparative analysis. The main purpose of this analysis, more generally, is to examine the field of traditional and behavioral public policy and to reveal the basic differences between these two areas, to determine the benefits of behavioral phenomena in the public policy making process, to examine the place, effect and success of nudge theory in the field of behavioral public policy. In line with the aforementioned purpose, how active the two countries are in the field of behavioral public policy was determined based on the national and international literature, and in this determination, the literature analysis method and the comparative public management method were used. Finally, the analysis between the comparative countries was concluded and the policy objectives proposed to be realized within the context of Turkey were put forward.
