A specimen administration model for sport department of Düzce Municipality

Our country has been getting urbanized rapidly. Today %81 of the population lives in the cities. Municipalities will become more important institutions in the future within our public system and are gaining considerable strength.Municipalities which are the closest institutions to the public, always carried an important mission in improving the daily living quality of the public.Sports is a basic need that has an important role in development of communities since the beginning of the human history. Therefore it is one of the most important public service areas of the municipalities.The purpose of this study is to introduce a new model to the sports services in municipal governments which have had a strong basis of academic and administrative philosophy in our country. Furthermore, within the study, sports services management systems of municipalities in developed countries and in our country has been compared.This study also includes the interviews with sports authorities in our country and non governmental organisation representatives. Using all these data, a more extensive organizational model has been formed in municipalities of Düzce, Turkey.It has been stipulated that municipality of Düzce would change its policy of establishing a sports club in organising and carrying sports activities which is a common tendency in our country and to form a department called Sports Department under Municipality Sports Commission within the organizational structure of Cultural and Social Works Department.Municipality Sports Department has been designed to establish the necessary facilities and organize the sports activities in providing people of Düzce to satisfy the needs of participating in exercise and sports activities of people of Düzce. Being contributive and scientific approach are most important principles of organising municipality sports services. Having qualified staff and strong budget resources, this department should always aim to guide the people in gaining consciousness of getting involved in sports activites beginning of their early lives.Key words: Municipality, Sports, Management Model
