Abstract (EN)
The aim of this study is to examine whether Veblenian Institutional Economics (VIE) can provide a methodological framework for regulatory impact analysis (RIA). The RIA which provides a preliminary assessment of the impacts of legal regulations is closely related to economics. In this context, Institutional Economics has high-potential methodological tools that can help develop regulatory impact analysis whose roots are Institutional Economics. For the purpose of the thesis, literature descriptions for New Institutional Economics (NIE), VIE and RIA were included. In this context, in the second part of the study, the two main schools of Institutional Economics, Original Institutional Economics and NIE were examined and compared. The Original Institutional Economics review provides the basic ideas of the renowned representatives of this School. In the analysis of NIE, the understanding of individuals, institutions and institutional change of this School was revealed. Similarly, the Third Section was created and VIE's understanding of individuals, institutions and institutional change was explained. In the fourth part of the study, the RIA was discussed in all its dimensions. On the other hand, in line with the main purpose of this thesis, it is aimed to present the development proposals by making Veblenian evaluation in all aspects of RIA. The three main stages of RIA in the context of VIE (identification of the problem, determination of the solutions and analysis of the impacts of the solutions) were examined respectively.
