Abstract (EN)

In this study, the Planed Behavior Theory ant the Technology Acceptance Model, which are frequently used in the literature, have been utilized to determine the factors affecting the behavior of the users who adopt e-goverment system. In this regard, data were collected from 463 academic and administrative staff working at Atatürk and Gümüşhane universities by questionnaire method. Cronbach Alpha Coefficient method was used for the reliability and Confirmatory Factor Analysis was used for the validity of research scales. After testing the reliability and validity of the scales, two models were created under the two theories mentioned above. The research hypotheses which peresented within these models have been tested by Structual Equation Model. According to analysis results, in the first model of the study, it was found that the anxiety has a negative impact on perceived usefulness and perceived ease of use. On the other hand, it has been found that trust has no significant effect on perceived usefulness and perceived ease of use. In addition, it has been obtained that perceived usefulness is the most important factor for the attitude with a rate of 69.2%. In the second model of the study, it has been obtained that self-efficacy is the most important factor for the perceived behavior control with a rate of 82.3% and perceived behavior control is the most important factor for the intention with a rate of 75.6%. As a general evaluation, the actual behavior factor for adopting the e-government system in the first model was explained with more percentage than the second model. Key Words: E-Government, Electronic Government, Technology Acceptance Model, Theory of Planned Behavior, Structural Equation Model
