The Case of Uganda The dynamics of political behavior within parliamentary systems are subject to multifaceted influences that shape the decisions and actions of legislators. This study delves into the intricate interplay between legislative behaviors and policy outcomes in the context of Uganda, a nation characterized by its diverse ethnic landscape and evolving political landscape. By examining the impact of tribalism and ethnicity on parliamentary actions, this research seeks to unveil the underlying mechanisms that link societal dynamics to policy formulation. Drawing from a range of theoretical perspectives, including social identity theory, institutionalism, and agency theory, this study aims to provide a comprehensive understanding of how tribal affiliations intersect with political behaviors. The analysis centres on three primary legislative behaviors: party loyalty, relations with voters, and interactions with civil society organizations. These behaviors collectively contribute to the formation of policies that resonate with the diverse needs and aspirations of Uganda's populace. In line with the call for empirical research that contextualizes theoretical constructs, this study employs qualitative methods to explore the intricate web of interactions between tribal affiliations and legislative behaviors. Data collected from parliamentary debates, interviews with legislators, and content analysis of policy documents will offer insights into the complex decision-making processes underlying policy formulation. By elucidating the ways in which tribalism influences legislative actions, this research contributes to a more nuanced comprehension of political dynamics in Uganda.
