New developments in presentation and financing of the educational services: Comparison of Turkey and some Europe Union countries

Abstract (EN)

Education is a continuous and important process that carries on from the beginning till the end of life. Educated individuals are benefitcial both for themselves and their environment. Positive externality characteristic of education is the most important reason of why education is so important. Goverments offer various services in this area and try to create various financial sources to ensure the continuum of these services. With globalization, there are new developments in the presentation and financing of education services all over the world. Due to the fact that education is a semi-public property, the private sector has a share in this area with the state. It is observed that the share of the private sector in education has increased day by day. European Union member countries which are Finland, Greece, Netherlands, France and Germany have been included in our study, in terms of their specific characteristics in the field of education. Finally, the similarities and differences in education between these countries and Turkey are discussed. As a result of the study, the issues that will contribute to the development of educational services were determined. Improvement of the provision of educational services and diversification of financial resources were considered. Recommendations for Turkey in this field is presented.
