Opinions of strategic plan prepation team members in educational institutions about the practices in planing process

This research aims to determine the respectability of realization level of the stages in the strategic planning process at educational institutions to "Strategic Planning in Education" which was published by Strategy Development Directorate in terms of where the institution is located, the level of the institution, type of the institution, its variables and statue of members of the strategic planning team working in the institution in terms of the gender, education level, standing, seniority in the institution, branch, educational level for strategic planning. This research is a survey model that is used in descriptive research models. Population; strategic plan preparation team members are managers, deputy principals and teachers who work at 913 education Institutions affiliated to the Ministry of National Education. The sample of the study is 53 principals, 105 deputy directors and 332 teachers employed for the strategic plan preparation teams in 149 official institutions of the Ministry of National Education located in Sivas and its 14 districts. A data collection tool consisting of three sections has been developed by using the statements of "Strategic Planning in Education" published by Ministry of National Education Strategy Development Directorate. The first section includes information about variables, the second section includes 13 statements about the applications made before the strategic plan preparation process and the third section includes 20 statements related to applications about implementation of the strategic planning and evaluation process. The views of strategic planning team members on strategic planning and strategic planning processes carried out in the educational institutions of the Ministry of National Education are explored by using Mann Whitney U Test in order to understand whether it differs significantly according to variables such as their settlement, gender, training status on educational planning and training status on strategic planning or not. In addition, Kruskal-Wallis H Test was used to determine if the strategic planning team members' views on the planning process change according to their education level, vocational seniority, seniority in school, type of school / institution, branch and title. For substantial differences in the expressions, the Mann Whitney U test was used to determine which group's view leads this. Looking at the results of the study; in preparation process of the strategic planning, there are significant differences at 9 stages according to strategic planning team members' gender, and 4 stages for educational status, 11 stages for their seniority, 1 stage for seniority at the school, 5 stages for their titles, 11 stages educational status in strategic planning, 2 stages for the type of educational institutions or the level of educational institutions, 1 stage for the location of the educational institution. According to the branch of the strategic planning team members and the education level related to the education planning, no significant difference was determined at any stage. In the strategic planning and evaluation process, there are significant differences at 17 stages according to gender of the strategic planning team members, and 20 stages for their seniority, 20 stages for their titles, 20 stages for the educational status related to strategic planning, 3 stages according to the type / level of educational institutions. No significant difference was determined according to the branch, the education level in the school, the educational status related to the education planning and the location of the educational institution of the strategic planning team members.
