Abstract (EN)

Purpose: The aim of this research is to determine the problems faced by education inspectors in the investigation process and to contribute to the professional performance of education inspectors by producing alternative solutions to the problems. Method: This research employed a qualitative approach with a case study design to explore the subject in depth. To capture a wide range of perspectives, the study utilised a maximum variation sampling method, selecting education inspectors from diverse branches. This approach aimed to ensure the inclusion of varied viewpoints and experiences. The interview form was meticulously developed based on an extensive literature review and refined through expert feedback to ensure its relevance and validity. The data collected from the interviews were systematically analysed using the content analysis method, allowing for the identification of key themes and patterns within the participants' responses. Results: The primary challenges identified in the investigation process include the ambiguity and lack of clarity in investigation approvals and complaint petitions, difficulties in accessing complainants and witnesses during the statement-taking phase, and the delayed submission of requested information and documents by relevant parties to inspectors. Additionally, the absence of precise legal definitions for certain criminal acts within Law No. 657 and existing legislative gaps further complicate the investigative procedures. Conclusion and Suggestions: The research findings indicate that education inspectors encounter numerous challenges during the investigation process. In response to these findings, several recommendations have been proposed. These include the development of a comprehensive legal framework that clearly defines the procedures and principles governing disciplinary investigations, the establishment of binding regulations to ensure the consistent implementation of disciplinary sanctions proposed by education inspectors, and the elimination of legal gaps concerning the scope of duties and responsibilities of education inspectors.
