Socialogical analysis of "Education and training support" in private schooling

Education remains one of the most important areas among the many issues in Turkey which needs an urgent solution. One policy developed by the government has been to increase the quality of the educational system by encouraging contribution by the private sector. In order to increase this contribution, the government has regulated an educational support plan for private school students. The purpose of this study is to evaluate "Education and Training Support" in Turkish and minority schools from the perspective of its influence on Turkish education by treating such matters as private schooling, socio-economical income groups and education equality. Qualitative research method was used for sociological analysis of the effects of education and training support on private schooling. Semi-structured thorough interviews were made with 10 executives in charge of implementation of the support program. The first part of the study gives a description of the political and economical background of the beginnings of private schooling in Turkey after 1980, and how this transformation has influenced private schooling within the Turkish educational system. In the second part of the study, the legal basis for the education and training program was analyzed showing quantitative data related to the support program for every year by using statistical data obtained from private schools after 1980. At the conclusion of the study, the results of the research were evaluated. The study aims mainly at contributing to studies made by the Directorate General of Private Educational Institutions of the Ministry of National Education, and to researchers studying private schooling in the educational sociology field.
