Abstract (EN)
Quality is used and argued as the concepts; change, development, wellness, innovation, reform, rebuild, and etc. in our language. Total Quality Management (TQM) is the style of administration nowadays which is the seen as the best way to reach the high quality. In the begining it was practiced only in industrial area, but nowadays it?s also practiced in trade, after sale services, banking, insurance, health services, many service sectors, education, etc. TQM is a management manner that anticipates the continueing reforms and innovation at education and instructional facilities by the participation of all staff (students, parents, teachers, managers, local and central managements) in order to meet the future expectations of the customers (students, parents, environment) on time and economically. TQM practices has been continueing in the educational instituons for four years which was started by the Ministry of Education. A five year pilot Project is being realized in which the city Istanbul is the pilot area. But it is seen that some problems has occured, and the expected yield and results couldn?t been gained by these studies. In this study, during the practice of Total Quality Management, it?s researched that how do the teachers and headmasters perceive their role and activities at Total Quality Management. With the datas and suggestions of this study we can find answers to the following questions; the struggle of exceeding the difficulties and deficiencies which occur by the headmasters (leaders), and how do the teachers perceive Total Quality Management and in which part of the Total Quality Management they are. This study was applied in stanbul in 2005?2006 education and instruction year at vocatioanal, anatolian (foreign language support) vocational, and technical high schools. The sample of this study is 250 teachers who work at Industrial vocaional, anatolian vocational, and technical high schools in the borders of the city stanbul. This study has five parts. The first part is introduction, and the problem case, in the second part there is general information, third part is about method, the fourth part is about findings, and the fifth part is about results, arguements and suggestions.
