Evaluation in the framework of public financial policies of education and health expenditures

Approximate in the last half century, with the disappearance of the borders between the countries in the commercial sense has increased gradually the level of global competition and the countries have entered into searches that will give them an advantage. All these pursuits have further increased the importance attributed to education and health, which has preserved its importance since the existence of mankind and has a direct impact on the formation of a human resource called human capital. Again in parallel with these developments, a society made up of educated and healthy individuals has become a important inviter of economic prosperity and a basic indicator of social development today's for countries. This situation brought with it the issue of evaluating according to international indicators the resources allocated to these two elements, whose importance is increasing day by day. In this study, in Turkey and selected OECD member countries long-term education and health spending and health and education related to some basic indicators were examined using international data. According to the results obtained, Turkey in share in the GDP of the resources allocated to the education and health from public, it fell behind of selected OECD countries average although there have been some positive developments in certain years. In addition, in some of the basic indicators related to education and health (such as the International Student Assessment Program (PISA), the number of physicians and nurses per 1000 people) did not reach the expected success and rate. In this context, it can be evaluated that in order to reach higher economic and social development, policy makers can deduce from the experiences of some sample countries, which are discussed at the international level, on the level of resources allocated to both cases and the effective and efficient use of the resources allocated.
