Practicing total quality management in education and a proposed approach

IV ABSTRACT İn a globalizing world in the eve of twenty first century the societies rest on education to get development. Societies must establish their educational systems and organizations in accordance with cultivation of such people that always in the search of related skills and informations to survive atid also those who are able to practicise the informations and replace them with the innovations. In the present educational system, secondary level, instead of argumenting, questioning searching, aims to make students get ready for university entrance exam. Therefore secondary level mainly emphasizes on the importance of memorizing and this blocks the performing the abilities. In addition to that, the restrictions on the numbers of admission to universities also result in a decrease on social productivity. The concentration on international relations, supranational economic orgonizastions, the necessity of using scarce sources effectively, growth in consumer concious, sensitivity towards environment foctis, the business caution on the concept of "quality", and the statements of "customer satisfaction", and "permanent change" become more popular. The criteria for the quality of education is universal and face the developments in the world. This development makes the teacher-centered secondary education transform into student- centered and structured in this way. The change on the values towards customers and workers is best represented by TQM (Total Quality Management) which is sensitive to social demands and provide efficiency in source using. By adapting TQM in secondary education, it will be easier for these businesses to reach their aim.
